It depends on which country it is. With less affluent countries it is always the "Third Parties" Big Organisations that can be solved and that can be a moderator. Although most countries are sovereign and other countries can't interfere between 2 or more geopolitical conflicts. But more or less can be solved with negotiations in terms of market sanctions and international agreement sanctions.

An important part of open world is the enhancement of the global economic system which creates strong incentives against the military invasion of another country.
The problem is war. Conflict is a part of nature - but it need not be of war. Competition without war is the goal.
The idealistic attempts in the past including the Westphalia Sovereignty and the more recent attempt at "globalization" (like the pax Britannia before) have failed. The idealistic attempts REQUIRE some agency (most recently the US) to fund the effort to which the smaller nation take full advantage. They are smart, they allow the US t pay for their social programs while giving lip service to some vague ideal. Well, like pax Britannia before, the US can no longer support the costly without return of such ideals.
A new world order is needed. Too bad the word "globalization" has been taken.
