I thought economically weak communities struggles for daily bread and butter, there is very few chances to grow mentally; consequently, there is no significance of human rights, policies and concern for nation to them.
In a very narrow sense poverty is a crime but the very fact that poverty becomes a blessing in the sense that it offers the challenge for our life .
In the hardship & struggle poverty becomes often a light for our life ,it gives observation ,inspiration ,& to show the path of our life in the modest mode . It is this environment which offers a challenge to the life for intellectual learn a fruitful message for their life as by visualizing the progressive development of struggling person & his contribution ,intellectual learn the sign of the message for their life to make their life cheerful & worthy
Well poverty can affect the developing foetus if adequate nutrition is not met. But more than poverty, it seems that negative habits like alcohol and drug abuse (including medication) can affect the developing foetus and obviously this might have an effect on the future intellectual development of the person. But the brain is very plastic so maybe even with these hindrances, the individual might be able to overcome them if he or she is exposed to a later environment which is nurturing and stimulating
Poverty is an obstacle to development especially in the field of education where the intellects of society members are always fine-tuned. However, your assertion is not wholly true and justified. I have worked with many rural and impoverished communities but the people have high intellects and reasoning skills based on their unadulterated traditional knowledge systems.
Granted, some needed refinement in the spirit of the advancement in science and technology. Unfortunately, due to thier poverty stricken state, they don't have access to quality formal education which would have opened several doors of opportunities to them. Governments and NGOs must stir up efforts in offering free but quality education to the rural poor to free them of the chains of the 'poverty disease' that blurs their intellectual focus in the eve of modernization.
The effect and the reaction are different. Poverty may be the motivation for greater success and overcoming the obstacles. Many of the great stories and scholars were below the poverty line and became a source of pride,honor and transcendence
Poverty is a disease. A disease that affect people psychologically. When affected people are down emotionally as a resulting effect of poverty, their thinking are focused on how to come out of the menace. Thin destroys intellectual thinking.
It depends how deep is the poverty. In Arabic; they are two different words. For those who have some money but not enough and those who have nothing at all. Poverty that forces children to work for their parents is a real barrier for their studies. For the less poor ; it could be a driving force to study harderror and give a better life for parents.
Poverty can be with intellectualism and intelligence but the progress of the last two are very difficult in a poor environment. A researcher for example in a poor milleu his thought is divided between his research and all the problems of life (purchase of things for his children, transportation to move, bills-electricity, water .., problem of praix products food, neighbors problem. A researcher in a wealthy community thinks only of his research and his family. life is easy, his salary is largely sufficient, etc.

The conclusion of whole discussion is that "It is a disease though it boost the immunity, it might be a crime but no one committed it, yeas in severe case it affects fetus too, but less intensity may be motivation and helpful to grow" It is what I understood :)
