We are a product of our genetic makeup and our environment (gene + Environment).
Environment really go a long way in affecting both internal and external lifestyle. It determine the way we reason, behave and most of the time the type of friend and associate we will have.
It's all a matter of how we go about answering the main question. Traditional thinking would conceive of societies as made up of single individuals so it may seem that people determine a society's mechanisms whereas a more radical, modern outlook would propose that people are "products" as formed by social codes and political institutions. In other words, we are always-already born into and shaped by the world that surrounds us. We may be able to exert some influence but I personally believe it can't count much against dominant power structures unless it's a collective movement.
Your second idea, that social people tend to be happier, may be true. You'll probably find many studies confirming this. However, I think that happiness cannot be an end in itself. Of greater importance is human ethics, by which one defines one's view of what is generally "allowed" or beneficial to humanity. Unfair or unethical outside circumstances might push us toward isolation and avoidance. One might refuse to "mingle with others" based on the proposition that taking part in an unfair world is basically immoral even if it causes damage or prevents personal gain. An alternative would be to "try change the world", which is what inspires a lot of people around the world for making their lives meaningful and changing things for the better.
Yes: the culture must adapt first to its natural conditions or environment. So the people of coastal SW Florida, for example, think it quite normal that it rains almost every afternoon. For someone from Ajo New Mexico, even the thought of that seems very alien, because it is not part of their (environmental) cultural experience. The society is-- most simply-- the culture of the era or period. It is simply more 'real' to its people because it is more immediately experienced than other cultures, environments, and/or eras. The society affect not only individuals but the very institutions of the society- economy, family, government, religion, and education. In a pre-modern society in a snowy land, you MUST develop the personality of a hunter if you are going to eat regularly.

You would have to adequately define what you mean by 'personality' and 'society'. Though certainly many supposed points of character are merely inherited traits mitigated by the circumstance of available resoures ie people who are raised in poverty or war zones have greater levels of cortisol when developing and have less impulse control generally. We are far less autonomous then we percieve ourselves to be and the social is more of a hoped for projection of collective intent than a measurable variable such as genetics. That is to say what is a lion pride if only the dream of a lion focused through the lens of genetic need.
