My question is as follow:
Does the soil used for the above definition refer to the surface soil of about 0-30 cm deepth?
or deeper soil of 0-100 cm where includes the parent mineral layer?
Is there any references/cations?

This is a tricky question to answer since soil depth will vary on terrain. At first glance I believe I believe it refers to the 0-100cm range. Organics can extend well beyond 30 cm as well as water and air.
A better answer would turn the question into the answer as follows:
If soil is defined by those parameters then it's depth at any given locality is where they hold true...In other words, it depends on where you are talking about.
