How is the US hospital system organised and what arrangements were made to deal with the pandemic?

Are there public hospitals in the US that anyone can attend cost free? If so, were non-elective procedures shifted from these to the private sector with the private sector supported by government to take on that extra non-covid case load, so that the public hospitals could focus on covid preparation, training and response?

If there are public and private hospitals in the US, what role did the private sector play in covid treatment?
