How is the Dominance of an allele determined? And does SNP play a role in this determination?

Never really understood this part fully. I know that a small rna of the dominant allele masks the expression of the recessive allele (PMID: 20725042). But how is the Dominance determined in the first place! And does SNP play a role in this determination?
