I can not find appropriate/satisfactory (scientific and research-based) information about ER+ normal breast cell line or normal cell line of other reproductive (or non-reproductive) tissue, neither information about obtaining such. I need it for testing selectivity of some estrogen/antiestrogen binding to the ER.
you can go for normal breast biopsies tissues from patients undergoing reduction mammoplasty but with ethical clearance from both sides, then you can proceed for primary cell culture establishment with high accuracy and then establish cell line. However if time permits or similar to experiments you can also do it by taking in-vivo rat/mouse normal mammary gland cells

Normal breast cells expressed normal estrogen receptors, you can use them as Das said. But you must have to consider about upregulation of normal cells, since cells form more receptors in response to stimuli, if used it as stimulus (estrogen) or blockers (antiestrogen).
