The pH of my solution is near about 2, and I want to reach it exact 7 (i.e., neutral)

Because I am working in the area of electromagnetic, where electric and magnetic both properties are very important. Suppose if I add base in this solution then its pH is become neutral but it’s reduced the electrical conductivity and simultaneously all the electric and magnetic properties reduced.

Previously, I used DI water for that, but it gives pH only up to 4.8 and after further addition of DI water is not affect the pH.

Also, If I used vacuum filtration, can it neutralized the pH of my acidic solution?
