if you have the gene ID you can go to NCBI gene (https://www.ncbi.nlm.nih.gov/gene/) and type in the gene id to get information about this gene. Usually you will find information about the genomic region, transcripts and products (and a lot of addtional information - I think you should make you familiar with this database)
There should be a Tab "genomic" - I think their use this assembly for chick pea (NC_021162.2 Reference Cicar.CDCFrontier_v2.0 Primary Assembly). Here choose Genbank and you will get to the genomic sequence (CDS with surrounding sequence). When you are on the Genbank site you have the possibility to mark the CDS. From this you will know the 5' prime region and the intron region. Basic promoter elements might be located in the 5' prime region, however identification of this element might be not so easy. You could try promoter predictio sites like "YAPP Eukaryotic Core Promoter Predictor" - however I am not sure how good the sites are for predicting promoter elements from plants.
As an example I have searched for the act1 gene of chickpea and will attach some screenshots to show how to search for the gene and the CDS.
