As all of us are familiar with the different journal ranking systems and requirement conditions, in many cases we meet different kind of fees, charges for publishing our researches. Usually only the submitting and the previewing cost US$ 50-250, which is non-refundable and the paper may be rejected by the editors without being sent for review. Others introduce fees for the publishing US$ 500 -1000 (extra fees for colour graphs, maps etc. or for appeals against a Chief Editor's decision). For good English, they offer some links for the grammar review: US$ 100-200. Besides all of this, they employ embargo for 12-36 months, and ask US$ 600-2500 for open access. I think these fees sometimes unreasonable, so it is hard not to find the business factor behind them.

László - Definitely, scientific publishing has transformed into a big business. Many journals ask for requirement conditions such as fees, charges for publishing researches. This is called 'commodification of publishing' or " commodification of education" where publishing has been transformed into a commodity which can sell and buy as per market conditions or situations. The institutional demand for meeting the required number of publications is the single largest factor for promoting scientific publishing into a business enterprise. The problem is that the researchers has not only to sell their labor and skill free of cost but also to pay fees and charges to make these researches published.

Scholars and academics do scholarly work for the good of he discipline (and to achieve promotion and tenure). But the publishing companies they contract with for the actual management and publication of the journal are commercial operations, meaning that they exist to make money. Elsevier and Sage, for example, are would go out of business if they did not operate at a profit.
If your organization wants to create a new journal and you do not want to work with an established publisher, feel free to create your owe non-profit operation (but you will find this to be very troublesome).
HOWEVER: This is very different from unethical predatory "journals" which only want your money and do not do any sort of actual scholarly review.
Dear László Vértesy, I agree with you. There may be a fee in the resulting system, but the high fees for journals generally unreasonable. It's very sad that these wages are increasing gradually.
Don't know is it ethical, but it happened. We now have to deal with economic factors and wirh profitable journals. Science and business became very close, too close in my opinion.

Maybe a big business helps science, but the one in question suppresses it. Those with ideas do not have the money to publish them, and on the contrary. In the long term, this will emasculate and bleed science: it will be what the haves will offer...
Let me have the right to answer your question in another way. Is journal that publishes research on a financial basis willing or able to publish valuable research free of charge? Most of the researchers have research, but as a result of their inability to pay fees, they publish them in local journals. Most of the time we do not have the support of the university and we conduct chemical, physical or mineral analyses from our own pocket and therefore with the increase in the number of researches, you can not pay and publish them in the well known international journals. Unfortunately most of the journals have become the main goal is financial gain only.
We, the researcher have to satisfy only by publication of our article. The big house like springer/elsevier/willy/t&f etc publish our article free of cost. If after a certain no of download, they shear their profit with us, that's will be fine.
