Originality of a manuscript is among the most important criteria to be published.
When we are reviewing a paper, we are faced with dilemma as to how much of it is original, how much of it is based on another paper, and how much of it is just repetition in a slightly different context.

Well, the great presupposition for reading any paper is that the reader is truly acquainted with the state-of-thje-art - even, sometimes much more than the very author himself. It is this knowledge of the state-rofthe-art that allows a sound judgement about the originality of any paper.

Even if the reviewer is not aware of all publications on the subject, he/she can find out from subject indexes and check if any part of the new paper has appeared before.
