Regulatory agencies always have instructions according to which they give permission for the use and sale of substances. Usually, if the composition (chemical structure) is unknown, the content of the substance cannot be controlled, and therefore it cannot be given permission for its use in treatment. However, it can be used in technology if it is not toxic. Sometimes the limits of permissible concentrations are specified.
