Assuming you want 0.1M of dissolved acetate, it is not possible to prepare the solution you mention due to the acid-base properties of the acetate system. If you dissolve 0.1M of acetic acid in pure water, the pH is ~2.9. Then if you add NaOH the pH will be higher.
You can however make a solution of pure acetic acid at pH 2.7 by adding 0.2M of acetic acid to pure water.
Alternatively you can prepare a solution of Cl- and acetate by dosing HCl to lower the pH
It would be of benefit to know the background why you try to mix up sodium acetate 0.1M at pH 2.7 [which doesn't make sense to me if you want to use it presumably as a 'buffer' or as perhaps as a HPLC-buffer (where you better should use ammonium-formate (pH2.7-pH4.7)].
