As I understand with the fact that 15N measurement by IRMS is absolutely dry combustion method. I want to measure 15N tagged urea in leachate in Lysimetric study. Water is danger for IRMS. Could you suggests me how I ccould measure this leached out 15N15 material?

Nitrates in leachate (water) samples can be converted to a dry sample (for 15N analysis using IRMS) following the ‘Diffusion technique’. The document posted in the first link below explains the method. Here it explains the method for preparing soil KCl extracts; however, it is the same for preparing water samples.
On page 47 in the document of the second link below also explains the same method specifically for preparing stream water samples [check under the title: Preparing stream water 15NO3 samples for 15N analysis. You may have to change the sample size (volume of water/leachate) for the diffusion, depending on the NO3 concentration in the leachate. IRMS requires about 20 ug N in the final dry sample.

The leachate samples can be transformed into a dry sample (for 15N analysis by IRMS) according to the EA-IRMS technique. The analysis system "elementary analytical coupling with IRMS" comprises a drying column for eleminate the water of the combustion . No risk for your IRMS.
