How can we design primers for reference gene in a non sequenced plant specie ?

I am working on gene identification and their expression in some plant species. For this purpose i need to design some reference genes. But my plants are not sequenced so its difficult to design specific primers of reference genes, i.e. actin, GADPH, tubulin etc. Is it will be right to take reference genes of arabidopsis?

Find the closest species of favorite plants which have sequenced (or at least for the reference genes). Aligned several sequence and find the conserved region to design primers in this region. As the reference genes are concerved between close species, you have a lot of chance to amplify the sequence.
