The proposal genre does not lend itself well to a conference article as it has no findings or conclusion. The best ways of presenting a research idea at a conference might be as a poster or you could present your literature review as a secondary data analysis paper.

Don't do it if you can help it. Conferences have little value and any feedback you receive is usually not well thought out and careless. And others will steal your ideas. Keep all information confidential until your article is formally published, even from supervisors if possible. But Peter Samuels above has good ideas too :)
