Need Help with suspending Nb nano-powder in organic solvent. Which solvent and ligands i can use to get well suspended nanoparticles? and what is the recommended way to start?
The recommended way to produce nanoparticles is not to start with a powder..... You have a collection of fused sub- and post-micron particles with no hope of getting them < 100 nm in suspension. See:

I await someone to tell you that you'd be able to sonicate the system to this size. Simply not the case. Your best route is to use a bottom up process converting your Nb powder into an appropriate solution (for chemical reduction) or organo-metallic precursor for sol-gel work.
In the organic dispersion medium works well structural - mechanical factor of stability of the dispersion system. It is created by a mixture of surfactants and macromolecular compounds. On the surface of the particles created gelled layer and reduces the surface tension. This helps stabilize the dispersed systems. Pick a mixture which is well adsorbed onto your nanoparticles.
