It may be very likely a duplicated primer dimer. Did you observe it on agarose gel? Did you sequens it?

Do you find the same if you do a checkerborad titration of your primers in the blanc?

I agree. Often when no specific product is amplified you can often get primer dimer. Alternatively are you sure it is not from the bromophenol blue in your loading dye? I sometimes get a fuzzy 100 bp-ish signal from this.
