I would like to perform a logistic regression analysis on the correlation between surgery duration time represented in minutes (Scale independent variable) with rate of neuropraxia as dependent variable (Nominal) using SPSS.
Can i use binary regression? or do i need to do another type of logistic?

If your dependent variable has two levels, then yes, this would be a binary logistic regression.
As Stephen Politzer-Ahles said, if your outcome variable is dichotomous, then yes, you can estimate a binary logistic regression model. I can think of at least 4 ways to estimate that model using SPSS:
NOMREG and PLUM are the commands to estimate multinomial and ordinal logistic regression models respectively, but when the outcome has two levels, they will estimate exactly the same model as 1 or 2. Here is a nice tutorial on the LOGISTIC REGRESSION command:
