As stated above, unless you are studying the fibers themselves "Stresses deformation of the fibers" then you don't have to model the fibers. You only need to enter the stress strain (true stress vs plastic strain) of your tested specimen in tension and compression. In normal concrete you don't model the aggregate inside, here is a same issue you don't have to model the fibers inside.
