Simple UV-Ozone treatment of the glass slides for 10-15 minutes should be enough to make good films on them provided your perovskite solution is fully dissolved.
Do you expect the film to be polycrystalline? With "spin coating" it ought to be. Please post some references for the material composition when convenient.

By "perovskite", do you mean "Perovskite is a calcium titanium oxide mineral composed of calcium titanate, with the chemical formula CaTiO3" (according to Google)? Or, just the structure?
I've looked at LaO/LaNdNiO and STO/STCO combinations at MIT which I believe are also called perovskites or related. Please clarify!

Kept the glass substrates at a temperature one third of the boiling temperature of the perovskite compound. Except to study optical and electrical properties, you can deposit the films on any crystalline substrate like Si, ITO, BaTiO3 etc to get good adhesion. The questioner have not mention the methods of deposition of perovskite film. If it is by r.f. sputtering or PLD you can get good adhesion and composition by keeping the substrates at reasonable temperatures.
Film/substrate adhesion will depend on several factors. Some of these factor will be:
Crystallographic lattice compatibility of film & substrate
Surface roughness of substrate
Deposition method
Substrate & ambient temperature
Buffer layers used

Vishal! What is the expected Nano structure of the film? Please indicate the exact chemistry of both the film and substrate. Post some reference literature if possible for your specific materials.
