Unfortunately this publisher has no waiver policy that includes partnership with Research4Life see for example https://authorservices.wiley.com/open-research/open-access/for-authors/waivers-and-discounts.html (this includes your country)

They are somewhat vague about it https://www.pagepress.org/site/apc “Authors coming from countries included in the “United Nations list of Least Developed Countries” are entitled to ask for a discount.” (the mentioned list does not include your country) but a discount can be everything between 0 to 100%.

I would respond by using arguments like this:

-We are used to deal with publishers that work with partners like Research4Life and benefit from their generous waiver policy

-The mentioning of a discount in your APC is vague and 50% is unfortunately for us not enough

-We can pay a max. of … USD

-If you are unable to offer us anything close to our abilities then we are unfortunately forced to withdraw our paper

Next time it is better to inform yourself upfront about the possible waiver options of the journal/publisher.
