Are you talking about the an oxidation layer or coating, or a bulk material? In case of a thin layer, how big is it? Do you have some SEM images of the relevant cross section?
Well, the important question for me is: Is the crystal size in the scale of the layer thickness? Are you talking about a coating or about bulk material? From this side it is irrelevant whether it is a fibre texture or not, at least at the first glance.
What is your sample morphology? What is your size range? Post some data and images. Micro-graphs of your materials would help. Maybe even some existing literature that you have investigated already.
XRD is the most favored tool for "crystallite" size measurements. The term "crystallite" or "diffracting domain" take on different magnitude in mono-crystals versus Nano crystals.
