Hello, How can One download the final mRNA transcripts of a transcriptome assembly from NCBI?

Usually people submit the SRA data that is the raw data. Now NCBI also has a TSA database which is Transcriptome Assembly. If it has been submitted you will find the assembled transcripts. If not then you would need to assembly yourself.

You would find it in TSA if it is submitted.
