During the wicking of liquid, it goes up due to capillary force. It is required to apply pressure at the interface of liquid and air. The position of this applied pressure changes with time.

If you can define a relation between the pressure and location as a function of time, then you can use this equation for defining the pressure. Ansys got different options available for defining the BCs which one of them is by defining an equation. This is the simplest way of achieving what you are looking for.
First you need to define a table or a function that decribe your pressure P(t), using Parameters ---> functions ----> define a function
after that you need to read your function: Parameters ---> functions ----> read your function.
then you perform a transient analysis, and apply the pressure you want from this table: use existing table instead of canstant value.
