the heart of digital scales is mainly set up by strain gauges; thus the primary physical parameter, which is measured here is strain, which is proportional to a force. Thus here the weight, which is the force of a mass due to gravity, shows up. The output of a digital scale depends on the local gravity.
A balance (beam balance) compares forces (weights), but the result is independent on the local gravity, because both, the mass and the reference mass are at the same place and are 'measured' the same time. Thus finally the balance measures masses relative to a calibrated one.
