I was previously working with 1molar of primer working solution. But I ordered new set of primers from another company whose protocol came in picomoles.
How do I prepare my normal 1 molar working solution from this 100 picomole primer stock?

Their recommendation of resuspending in 227 µl will give you a 100 µM solution (100 pmol/µl), which is a pretty standard concentration for primer stocks. To get a concentration of 1 M, you'd need to resuspend your primers in 22 nanoliters, which doesn't seem feasible. Are you sure that you were working with a 1 M solution?

Although I'm not a specialist in this field, I fully agree with the expert answer provided by John Hardy Lockhart. In particular, he is right in pointing out that you cannot work with a 1 molar solution of this primer. If you look at the molecular weight specified on the label (9086 g/mol) this would mean that you need to dissolve more than 9 gram of the compound in 1 milliliter! This is absolutely impossible. If you are going to use the primers for PCR, the routine final working concentration is 10 pmol/µl. You will dilute the stock concentration mentioned by John Hardy Lockhart by adding 10ul of stock concentration to 90 ul water or buffer. Then 1-2 ul will be taken from the working concentration in the final master mix according to the volume of reaction. I think you mean 1 micromolar not 1 molar. 2 ul of the primer in 20 ul total volume will do the job. But I think 1 ul should be fine.
