As I search for its state of the art from some literature, seed dormancy can be defined as temporal failure of seed to germinate in favor condition. And in contrast some said dormancy is abway to extend seed life span. Does it means that the dormancy itself and longevity of seed is always give positive correlation then?

No I do not think that there is a correlation between dormancy and the longevity. They are two different things. However, some experiments revealed that long lived seeds had kind of dormancy. Further, seeds with dormancy have a higher chance to form a soil seed bank.
