You may look up the work of Chris Gratton, Stefan Syzmanski, Holger Preuss or search for sporting mega events - there is lots there on this topic. Kamilla Swart at Cape Peninsula University of Technology in South Africa has experience with Football World Cup impacts/legacy measurement. We (not the above authors but other colleagues) are currently writing up our systematic review of sporting mega event research - if you want more info please ask. There is an EU funded project called CARNiVAL that I started a couple years ago, now led by Ian Brittain at Coventry university that is a trans-continental study of mega event legacy, you may look it up and follow any progress there. In The Netherlands we developed a standard methodology for assessing the short term economic impact of sport events. All researchers in The Netherlands use this handbook en therefore we have already over 50 studies conducted with the same methodology. To bad the material is all in Dutch. But I can say that it is based on on the model of Preuss (in link). I also added the link to the Dutch handbook and questionaires. All studies can also be found on the same website.
No problem, they work with Sport England a lot so you may find the research and methodology used by Sport England was commissioned through SIRC... quite often!
There is a lot of papers about that topic in STAPS journal in French, in QUEST in english, in Revisita Brasilieira do Ciencia do Esparto (Brazil), in European Journal Of Sport Management, in Sport, Education and Society, and in the journal International Journal of the Sociology of Sport.
