Your query is still not clear...whether the objective is to inhibit a gene function at RNA level or at protein level........

However, still to inhibit a specific gene at RNA level ..the best would be RNAi based approach.......which is theoretically possible for almost any gene......and in general I don't see a diverse collection of gene specific inhibitors at transcription level.........This approach would be ideal for inhibiting a function a protein level.......

Still if you don't mind whether the gene function to be inhibited at RNA or protein levels........RNAi based approach would be ideal as these can be designed for a large number of genes than the possible inhibitor compounds..
