For some reported metal complexes as anion sensors in the literature, the proposed mechanism is that upon binding of the anion to the metal center, the extent of ICT from ligand to metal is enhanced. My question is what are control experiments that can confirm such claim?
I think this would work if this effect happens in the ground state, what would be other control experiments to perform in the excited state of the molecule ?

If your compound is fluorescence in nature, then you can perform concentration dependent emission spectra in various solvent from polar to non polar. As you are willing to prove CT nature, then it should be solvent dependent.
In many cases emission of metal complexes are solvent dependent. So, it does not seem to be a solid proof for CT nature in metal complexes

When ever charge transfer complex is formed the UV characteristics of the starting material & that of the complex does not change appreciable indicating charge transfer complex formation.
