Your question attracted me to investigate what is meant by R Filters. Do you mean regression by R. The meaning of regression is:
1.
a return to a former or less developed state.
2.
STATISTICS
a measure of the relation between the mean value of one variable (e.g. output) and corresponding values of other variables (e.g. time and cost).
According to the second meaning of regression, then R filters are designed to perform statistical operations such as finding median or average.

Now the question is clear. It concerns the technology of the filters and how the filters are implemented. The filters are classified according to their implementation to passive filters and active filters. Passive filters are composed of conventional electrical elements L,C AND R, while the active filters contains amplifiers which are built from electronic elements such as transistors. Therefore they can be termed electronic also because their building contain electronic components. Newly, there are integrated circuit filters that can be cosidered full y electronic such as the switched capacitor filters and gm-c filters.
