I find that the technology itself is not the issue, but what is done with the technology. Adapting the potentially unethical resources to illegal methods is where the question lies. In the United States, having a secret camera in a person's home or business is legal as a protective device. When the camera is put in another building without consent, it becomes a legal issue as proprietary information can be gained illegally.
Yes, the technology itself is apolitical and is outside morality.
However, the solver (of technical problem) may worry about the way as was used (misused?) his work. And I know what I'm saying. It's not pleasant, even though it happened about 40 years ago.
