this paper talked about a free software that can analyse images of ELISA pates and give value for each well comparable to micro-plate ELIZA reader without using the device itself

I think you could use ImageJ, free software from NIH, to do quantitative image analysis of an ELISA plate. It's used regularly in the literature to do the same for Western blots and histology/microscopy. I've attached a paper where they describe using the software (and also an android app that they made!) for a novel paper-based ELISA.
