In general ECL is stored at 4o C, but when you use it should be at room temperature. A good practice will be to take out of the fridge the ECL solutions when you start the final wash. Otherwise you could pipette 300ul of each solution in an eppendorf and use this on the membrane after the final wash. The small volume reach easily room temp.
It also may caused by which type of ECL were you using, I suggest to mix Pico and Dura ECL kits (1:1) in room temperature, to adjust better imaging of bands. I think storing ECL in the 4C is just for long term using.
