I don't think so. The equivalent of 16S (SSU) rRNA of prokaryotes in mitochondria is usually 12S rRNA, which means that SSU rRNA genes of mitochondria have been greatly degenerated during evolution. The gene sequences are quite different.

You can confirm it by comparing the primers with SSU rRNA gene sequences of interest registered in NCBI.
