As we know commercial silicon photo diode has a low saturation intensity or saturation power, say, 10mW/cm^2 or 1mW etc. So if when a light pulse illuminates on the PD, even though the average power is less than saturation power, does it work on saturation state at the moment of time corresponding to pulse peak? Since the peak power could be extremely high for Q-switched and Mode-locked pulses. Is my guess correct??

I think too that this question has no single answer. The issue is related to the speed of the photo diode as well as to the duration and shape of the peak impulse. If the peak impulse is very short and the photodiode is very slow, it may not reach a level of over-saturation because the response time of the diode is very high. Also, the alloying material that is used to make the photodiode is important.
The best option is to measure and verify under the concrete conditions.
