Yes, the quantum yield will increase with viscosity (if such rotations are present). This is due to the fact the energy barrier for such rotation itself is viscosity dependent. Increase in energy barrier will slow down the overall rate which will consequently increase the quantum yield and lifetime. Stillbene, triphenylmethane dyes are well known for exhibiting such behavior.
