If one were to fuse a PelB leader sequence to a protein for periplasmic localization in E coli, what should the amino acids immediately following the cleavage site be in order to facilitate efficient cleavage? Have any studies been done in this regard?

FWIW, Ala and Ser at +1 both work. Don't try Asn; it doesn't.
I do not know of any systematic study examining cleavage efficiency of the pelB signal peptide depending on the residue at +1 (would love to find one, though), but you can use instead signal peptide prediction servers such as SignalP (at http://www.cbs.dtu.dk/services/SignalP/).
