In India there has been many experiences of boundary adjustments from the point view of equity question. In large administrative units, certain areas continued to be poor. Therefore, smaller states  as well as districts were created so that autonomy could be given to these area which experienced deprivation and poverty. Such an arrangement hoped that people of the new administrative unit would design programmes, which are more suitable to them and develop themselves. If you are looking for public reform on a national scale resulting in (among other things) changing geographical boundaries it could be wise to look at the Danish reform of local/regional level of government.

If under “public organizations” you mean “local governments”, all the East European and the former USSR countries in the 1990-th could be an example.

Hi Walter! One more idea: the recent Reform of the Court System in Portugal - which was implemented September 1, 2014 (having "frozen" for more than one month the whole civil court system's functioning due to a problem with the national platform used by courts and by lawyers to communicate). It redifines geographic boundaries aiming at a larger degree of concentration and specialization. I am not sure what you are looking for exactly or whether this meets your needs... Best wishes!
