I know Signs of Safety was being combined with restorative justice approaches in the the USA - Minnesota I think - I was at a conference in July in Vermont with the presenters so I can follow this up for you if you are interested.  Family Group Conferencing in New Zealand is also worth following up. You might want to tap into the community psychology literature and to universities that have Extension services with child and  family initiatives.  Check out William Davison at the Department of Psychology at Michigan State University for his 30 year program working with courts and human service agencies on adolescent diversion project, Pennie Foster-Fishman in the same department and her work on systems change involving statewide programs targeting 3-6 year old children, all of the folks involved with Systems of Care (efforts at systems change and networking across many players in human services), The Power of We Consortium (Isias Solis, Executive Director) in Lansing, MI (Google it), Prof. Atkins at the University of Illinois, Chicago (his work in Chicago),  Also  check out issues of Prevention Science, lots of examples of efforts to collaborate with human service agencies to effect change. 

take a look at the MTFC website, it will come up as Oregon Social Learning center but they have information on working with children in the juvenile justice system or with those younger in their homes.  It is a gold standard evidence based program, I ran it twice at a local agency and am using it for my dissertation.  You might find some interesting information there.
