In ANSYS workbench it seems relatively easy to model defects that propagate in a direction that can be described on a Cartesian coordinate system, however, for a fully penetrating - part circumferential were the crack propagation direction is in the circumferential direction, ANSYS seems to struggle.
If I understood correctly, you are trying to define a crack based on a cylindrical coordinates. If that is the case, as far as I know, you can define a crack in ANSYS workbench using only Cartesian coordinates. I recommend using Abaqus for simulating cracks since it got more options for modelling cracks.

After messing around with the coordinate system l have managed to model a fully pen - part circ defect in a thick cylinder only (still struggling to replicate the same process for a thin cyclinder). My understanding so far is that the y-direction on the coordinate system is used to define the crack surface normal. Do you know how ANSYS Workbench then works out the crack propagation direction in order to evaluate the SIF solutions.
