Thank you dear Ljubomir, I was thinking that the faculty might have its vision and mission, and the department has only objectives linked with the faculty mission.
In my opinion, this should be undertaken by shared committees from all hierarchical levels to ensure that both vision and mission consider the general policy of the institution and focus on the departmental goals. I feel sorry that departments in our institutions do not pay attention to this point and do not set clear vision and mission statements. They usually limit their role to enumerating what courses are taught. Even the topics covered by courses are sometimes ignored.
Yes, it is not only fine but desirable that a department in a faculty should write its own mission and vision statements. That will help align the department with the vision, objectives and mission of the faculty and the university respectively. These mission and vision statements must be in harmony; otherwise, that would be confusing and dysfunctional.
Theoretically, the answer is yes. However, there are very special regulations at various universities. At some places logical thinking and good ideas are suspicious and some bosses do not like if somebody tries to change the “swamp” of their environment.
Thank you for this question. I have been involved in this matter at our university. A committee within our department wrote the vision & mission for the department only. As for the mission & vision for the university, we received papers probably written by the Linguistics department & we looked at them & made our suggestions. The final decision to modify & publicize was made by the administration.

Then, in my opinion, all Departments, Faculties as well as the whole University should have their own Vision and Mission Statements. These different Statements should be compatible between them.
Of course it has the right to do that. The matter is if there will exist a financial support for implementation by other university or government authorities, otherwise writing a vision is an empty work.
Departments are building blocks of any Faculty or Institution having specific vision, mission and aspiration which is the integral part of the mission and vision of the whole Institution. Strength of Institution lies in the strength of Department. Therefore, I think every department in the Faculty/Institute/University should have the right to write a vision and mission.

In order to reply to your question, I would like to say the following: In my opinion, the Vision and Mission Statements of the Department can only be adopted, realized or implemented if there are compatible with the Vision and Mission Statements adopted by the Faculty where the Department belongs, and with the Vision and Mission Statements adopted by the University. In other words, there have no sense to adopt a Vision and Mission Statements by the Department if the Faculty and the University have not a Vision and Mission Statements.
The mission of the faculty is to realise the vision by:
*Ensuring that the faculty is value-driven and that it is locally, nationally and internationally recognised as such;
*Ensuring faculty recognition regionally, nationally and internationally; Educating and training scientists through a quality teaching process in order for them to meet national needs;
*Educating and training scientists through a quality teaching process to meet national needs;
*Producing relevant and focused research for the benefit of the province, the country and its people;
*Ensuring the implementation of expertise (both profit and non-profit) in the province and the country, especially for poverty alleviation;
*Being sensitive to (and promoting the awareness of) the environment and the social needs of the province and the country;
*Engaging in activities that sensitise and promote public awareness of the environment and the social needs of the province and the country;
*Recruit and develop staff who are competent in addressing all of the above.

The department is a dynamic part of the faculty that strive for strategic planning, innovation and creativity for teaching, research, entrepreneurship, and partnership with local and global agencies, so, they should contribute to writing the vision and mission of the faculty.
Normally this is among their roles in the university but I see that they usually limit their role to the enumeration of the taught courses, meeting with the lecturers , Even the topics covered by the courses are ignored , Became bureaucratic issues
