I would use this only in talks and not on paper because if you think about it for a second it sounds very relatable, but if you delve deeper, it ends up becoming a controversy.

I do not think so, because the university consists of a class with almost common specifications and objectives, while any country consists of different categories with different specifications as well.

In addition, the management of the university puts in its first tasks the scientific objective and its development, and achieving the outstanding scientific achievement that serves all segments of the community, while the management of the country, whatever its size, political interests are their primary goal. This goal includes many things far from the scientific objective. Sometimes serving some segments of the community, and may cause damage to them. 

The university is not only a group of departments and centers, as well as countries are not a group of ministries and institutions, but a set of goals and plans developed and designed to serve the categories that elected to be in the site of its administration

Thank you so much for your comment.We as an Iraqi RG colleagues are all our universities related to MOHESR, that's right, but my question is just to find a frame or structural similarity between a university in general with a country frame. Really I think that our university president was inviting us (Staff and students) to work hard in order to well build our (mini country) university and then our future.

If a country represents a universe. A university can represent a life creature in the universe that has all kind functions of a life. However, it cannot represent the complicity and diversify functions and needs of the universe. It has more human predefined characteristics.

Dearest brother Prof. Emad,

The university is a beautiful mini society though not complex in comparison with a country. Yet, all its diverse parts: Administrative structure (Ruling class), social environment, people(subjects), policies and by-laws, rules and regulations that govern every member and so forth are all illustrations of what we see in real societies and/or countries. It is no exaggeration to refer to the university as a society or independent mini country. Best regards

A university can compare itself to a country with similar attributes and characteristics but this must be done carefully as big differences exist within and cross universities just as they do within and across countries.  Such differences exist in values, structures of governing, respect nd voice given to members of this 'community or culture' and how it manages issues such as fairness, equality, service, and what it means to lead.  Herein lie a great number of issues that are similar for universities and countries in this rapidly evolving and expanding world.

Universities produce awakened people of tomorrow, therefore needs culture, administration and system; and therefore I agree with the statement that a university is a mini county.

Any social institution can be seen as a miniature society to a varying degree, in this sense a university IS a mini society. However, as for the question of independence, that is really dependent on how you define independence and where your designated university locates. 

A university should be regulated by government agencies. So, it cannot say it's independent.

University is not a mini independent country but it has some features of a mini independent country.

For example, the university regulated under a ministry therefore it is not a mini independent country, but they have a subculture. Therefore we can say a University is not a mini independent country but it has some features of a mini independent country.

"Any university represents a mini independent country" - theoretically this is good, because if a university is independent, it can take its decisions without any bias. Also,   there is not much delay in its operation as it doesn't need to get consent from government for planning, development, administration etc..  But universities are receiving funds from government for their operation. In addition, the administrative members are mostly government representatives or from ruling political party. So in my view,   politics of the administrative members determine a university Independent or not and up to what extent  . 

One could imagine to be independent but in reality all people depend of all people, all country depends of the rest of countries, and I think that after a little autonomy all department is due to and depends of the totality in which is incardined.

A University cannot be mini country but yes due to the levels of autonomy can be considered as a autonomous institution that allows a certain level of freedom to the stakeholders.

Elizabeth Anderson has recently argued that many corporations (presumably including universities) qualify as "private governments", due to the level of intrusion into privacy, individual rights, personal lives, etc. of employees.  I'm not certain if her position is that employers are *necessarily* governments, because they will always exercise some degree of authority over their employees.  But her view has the implication that corporations should become more open, reflecting the democratic norms we expect of 'public' governments.  This would certainly apply to faculty governance at universities.
