The thing is you have to specify if you are interested in short-term or long-term economic prospects. Plus, the surrounded economic conditions and environment are crucial too. For instance, in the short-term oil tradeables are the most important and efficient in Azerbaijan (or in similar resource exporter countries) while in the long-term, that claims are hard to sustain. It is ok to identify fundamental economic sectors from the point of view of the economic policy of the central or local government; however, still, you have to evaluate many factors and conditions to end up with a solid statement about what exact economic sector is "important". Economic systems are hard to understand in term so of individual parts and elements. Certain pre-conditions and theory is a must.
I agree with Mr. Niftiyev and continue. COVID 19 reshaped the economies and foregrounded the inward orientedness and exactly the four sectors that Mr. Artaya mentioned.
