The idea is to debate with peers, Brazilians and from other institutions, the difficulties to develop applied research and that, in fact, strain the relations between society and the national State, when public resources are contingency, such as, for example, funds from incentive to research from CNPq (National Council for Scientific and Technological Development) and CAPES (Coordination for the Improvement of Higher Education Personnel).
