Actually you got there a special combination of concepts to be investigated. I have done a paper on Trauma management [used in emergency response and disasters] but the factors you mention are important in terms of emergency teams responses [ethics and diversity] while cultural competency applies in the respect of the diverse ethnicities being religious, race, color or other of the responders and the victims.
