Dear Rasmus, it is easy to publish anything what you like to publish under "add new" in different categories. The platform itself is in principle an open network for online peer review. There are recommendations and comments possible to give a feed back and the number of reads as well. The market of peers is this platform and they evaluate the paper by their interest. In the last years we got everywhere in the EU more bureaucracy with increasing cost and loosing economic power, see e.g. actual Germany. So I don't think that we need more regulations. Let me give a practical example it there is a group of peers that are looking for certain project funding and there is a paper that shows that the idea of the proposal is not feasible. What do you think about the probability that these peers would try to stop the publication or that they would cancel their own project? The problem is peer review costs time, but delivers no real benefit for the reviewer except the possibility that they can obstruct publications that are against their interest. But finally a comment following the interests behind you question, I think that it could be better explained how to use the different tools for editing or to replace old versions etc. Best regards Wolfgang
