So what tipped the SARS COVID 19, to pandemic level, in the event it has been around since 2013?

If it is true (from the Preprint paper), then, some virus strains do transform from a weaker form into a more deadly form. We should not use " COVID19 = SARS ", since the virus has mutated (according to the paper). Besides, COVID-19 seems have more symptoms and results they cause.
Yuan-Yeu Yau SARS had a CFR of 10%, COVID of 3-4%. And it will decline as soon as we have all figures. So, the virus is behaving as expected.
A lot of Crohna strains may infect many people around the world annually without getting symptoms, but I don't think it is SARS COV-2 one of those strains
