I'm interested in pests, so a licence would not be required. Besides, I need a few dead specimens which I'm sure will not need an export permission. If sent through ordinary mail rather than by courier, customs will most likely not be a problem because the box will be very small, at most 5x10 cm.

Your are confusing moths (Lepidoptera) with Caddisflies (Trichoptera). 

Trichopterans are not pests. Caddisflies have aquatic larvae and are found in a wide variety of habitats such as streams, rivers, lakes, ponds, spring seeps, and temporary waters (vernal pools).The larvae of many species use silk to make protective cases of gravel, sand, twigs or other debris., so I do not understand why do you want to buy moths. In Mexico you have many species, use a black light to collect the adults instead of buying them.

Actually  exporting of all biological specimen weather pest animal or not allowed with out permission by the Ethiopian Law for wildlife. Thus export permission is necessary. As the required specimens are small in size and not easily recognizable it can be illegally exported. But for any case first be clear on which type of specimen you need (moth or caddisflies) ? Trichopterans are phylogenetically related to Lepidoptera. As I said in the post, we want to compare the morphology of both orders.

I already have several Mexican species, but I'm interested in other species not available in the country.

If you still need moths, I would be happy to send you some from northern Arizona. I have a large collection of unidentified moths that were previously stored in ethanol. They are dry and mostly in poor condition, but might be in sufficient condition for your project...
